Frank introduces new trans-inclusive ENDA

Representative Barney Frank on Wednesday introduced a transgender-inclusive Employment Non-Discrimination bill – legislation that less than two years ago he adamantly insisted could not pass.

It was just 20 months ago that the LGBT community erupted in anger because Representative Frank refused to include “gender identity” in his Employment Non-Discrimination Act –or ENDA.

The Massachusetts Democrat re-introduced a fully inclusive bill on Wednesday and said he’s reasonably optimistic it can pass the House.

The 2007 version of the bill sought to prohibit discrimination on the basis of sexual orientation only. That version passed on a vote of 235 (two hundred thirty five) to 184 (one eighty four). But Frank says the House has picked up 21 new Democrats since then and about 14 to 15 can be expected to support the new bill. He also noted that some legislators were reluctant to support the bill two years ago because then president George W. Bush was expected to veto it.

President Obama has expressed support for a fully inclusive ENDA.

But most of the credit for Frank’s optimism goes the LGBT lobbyists who worked hard to educate members of the House and earn their support.

Frank told OutQ News, “They did the grassroots lobbying very well.”
